Digital Video Broadcasting and mobile in China

HINT-CNEU explores
the general architecture, algorithms and national / international
standards for highly interactive services (HIS) via digital video
broadcasting network, mobile network and internet. This project will be
initialized with the deeply investigating into the related
standards, bodies, policies, and available services, as well as the
analysing of the market requirements in both regions.

International Cooperation on Digital TV Broadcasting and Interactive
Applications.

DILDEDITV fulfils this strategic objective: it
joints EU Digital Terrestrial Broadcasting and eLearning agents,
together with Latin-American Universities and broadcasting companies,
in order to establish and consolidate cooperation in the field of
study, to adapt middleware, foster interactivity and support social
inclusion.
This project seeks fostering Digital Terrestrial TV in the field of eLearning in 2 Latin-American countries, Chile and Argentina

DiTV - Digital interactive TV in Latin America

Coordination actions that will explore, support and enable the
adoption of Digital TV for Contents and MassMedia contents and
interactive services in South America on basis through analysis,
partnerships, cooperation and road-mapping for favouring the
development of terrestrial infrastructures.

DiTV are focused on the main barriers to the adoption of Digital TV
interactive future mass media contents and interactive services in
South America because of various geographical, economical, political
and technical factors. On the other hand, DiTV appears to be a big
opportunity for enhancing competitiveness reinforce the democratic
process in SA, by enabling rapid and affordable deployment of
information technology, skills development, cheaper solutions for
education, awareness, mass media entertainment and public
administration.

DiTV aims to analyze and benchmark the current status of DiTV and
the key-points in such countries and to build roadmaps for faster and
more effective ways of its adoption and dissemination.

The results of these activities can be used to develop national
programmes of research and exploitation for DiTV by increasing
awareness, educating, exploiting & re-using and tracking the
results. 1.It will also support policymakers and ICT managers in making
decisions whether or not to adopt DiTV. To be able to achieve these
objectives national networks of DiTV actors should be formed and
interconnected so that an efficient communication and information
sharing platform can be established to encourage DiTV usage,
integrating developers, public administrations and private sector from
Europe and South America related to the end user terminals, including
associated open middleware and interactivity channels.

1.Collecting and analysing data and publishing the knowledge and results.
2.Mapping main stakeholders, projects and initiatives.
3.Building distinct groups, actions, partnerships and pilot projects.
4.Organizing thematic/regional workshops with the aim of research and
road-mapping.
5.Establishment of a common cooperative information and communication system and mixed public-private technological sphere

Aided early warning system in Earth Management

Strategic objectives addressed: 2.6.5: International Cooperation
Targeted research actions: Early warning systems for geo-physical
hazards. Target countries: Mediterranean partner countries, Indonesia,
Thailand, India, Sri-Lanka, Japan, USA, Canada, New-Zealand. The aim of
the project is the new quality of early warning systems in geo-physical
hazards as earthquakes and tsunamis by using the Computer Aided
Solutions and innovative methods, tools, and devices of ICT. The
Computer Aided early warning system in Earth Management CAEMS is
characterised by the communication user-computer and the transfer of
knowledge of the experts to the CAEMS for the recognition of possible
risk situations and by the optimised support of the people in risk
regions by CAEMS. With the application of this strategy are the Risk
Managers able to decide for early warning in shortest time and in a new
quality. The application of web-technologies and wireless transmission
technologies guaranties the shortest information of the responsible and
possible affected. The patented method of Virtual Sources VQ opened an
new quality of signal analysis and signal recognition in real-time. The
method of VQ worked in time domain and is in contrast to the
established and well known methods as FFT and Wavelet transform. The
experience and the international cooperation in the development of
Computer Aided Solutions are the basic for the development of the first
application as prototype and the generalization of the solution for
risk management with shortest recognition and reaction time and
optimised information transfer. These activities are supported by an
international consortium of the Network of Excellence CARiMan with
high-ranked and international well-known partners (see
www.ICSRoscher.de/CARiMan.htm). On the basic of the established Network
of Excellence CARiMan is founded an international activity for
technology transfer, dissemination of knowledge and the first prototype
of the CAEMS to further users and applications.
